We can't find any source for this item (quests reward, drop, etc). It's highly probable this item is not obtainable right now.
As of 12/7/2021 this is still an issue. I asked around and some people said that some of their legendary items were downgraded in one of the updates. May be a feature? hmm.

Is this fixed yet? Is the luck present when you finish the quest?

@DANCHE seems that there is a bug right now with T5 quest rewards. Random gear score range T5 items will lose the last perk if they aren't 600 gear score, but, for some reason, quests rewards apply the same limit even if they have a fixed gear score.

I was making this quest for 3 hours, and got rapier with no luck.

Epic item and no luck :(

It is epic weapon and there is no Luck on it. I feel I got scammed, the sword without luck is much less potent

Drops at epic level, not legendary. Everything else is as shown.
