You can only obtain this item once.
As long as you're swinging and not holding down RMB, not running 4-500 con, I find hated to be of limited use. I do have one sword with it rolled just in case, but have never had to use it. An earring with Despised is usually enough.

But even if it does not say som in the tooltip this "Snie remarks" effect seem to apply to both weapons.
At least the taunt part of it. It's hard to messuare the threat generation
